Concept
The official title of the 3rd Lao Tied Aid Loan program is “Agricultural Infrastructure Development”. As an organic continuation of the previous two programs, it comprises a complex set of activities that support smallholder farms in seven provinces across central and northern Laos in applying modern technologies and methods in soil management, irrigated crop production, feed supply, cattle and fish farming, meat and fish processing, and marketing. By developing the entire product chain, the program contributes to bringing high-quality meat and fish products that meet food safety requirements to market, while also improving the livelihoods of rural smallholders.
Specific areas of the 3rd tied aid loan program:
- improving soil management to make better use of the ecological potential of farmland;
- developing crop production technologies (e.g. maize, soybean, forage crops) used as raw materials for animal feed;
- improving water management in agriculture, with particular attention to the sustainable use of water resources and the protection of water quality;
- developing cattle breeding, a strategically important segment of the livestock sector;
- developing aquaculture and natural inland fisheries to make better use of abundant water resources and improve the supply of healthy food;
- developing post-harvest technologies (including storage capacity for major crops, improving the transport of raw materials and food products, and developing processing technologies);
- completing and strengthening the food chain safety system, which guarantees safe food supply and helps certified domestic products reach the market;
- developing human resources within institutional systems, technical management, and food production and processing.
The launch and implementation of the 3rd program was made more difficult by the Covid-19 pandemic and the restrictions introduced as a result, but VAA successfully carried out the program by adapting to the circumstances.
